Per CS0602888: While FTE is not a field available to change on the ChangePayRate action, but it is a parameter field for this action. So, "the system will set the initial value of the FTE parameter to equal what the current value is on the work assignment. Once the action executes it will update the FTE field to equal the parameter value if there is a difference."
A future dated ChangePayRate action should never change an employee's FTE.
