Code for Auto update operations without auto-close

A frustrating situation in Visual is that there are only two global options available in regards to tracking progress of operations:

1. Auto-update the Qty Complete as the Act Hrs accumulate AND auto-close the operation when it goes over the Est hrs (big hassle to re-open ops)

OR

2. Do not auto-update the operations (and make the Scheduler less accurate,)

Does anyone have code for a macro that will go through operations, make the Qty Complete match the Act/Est hrs, and, say, max the Qty Complete at 95% if the Act hrs go over?
