Access reports and SQLBase 9.0.1 ODBC connection

What I have. SQLBase 9.0.1. Microsoft Access 2003 & 2007, with Windows XP and the problem computers have new Windows 7.
with the Windows XP machines The old SQLBase 3.6 ODBC drivers work and so do the New drivers for SQLBase 9.
With Windows 7 The old 3.6 drivers will not install.
The problem. I have some Access reports that have Outer Joins that the new SQLBase ODBC drivers will not work with. I get a run time error 3146. Example. Closed work orders for a entered period of time. (usually for the current month) I only use 2 tables Work_Order and Part. I use the outer join from the Work_Order table to the Part table to get the part information WHEN there is a part number. THE ONLY thing I change in the report is the ODBC connection. If I use the old 3.6 ODBC drivers it works just fine. If I use the new drivers that came with SQLBase 9 it gets the runtime error. Now I can't install the old 3.6 drivers on Windows 7.
