error on Scheduler connection to SQL on latest opera 3

Anyone found solution to "An error occurred while getting provider information from the database. this is caused by entity framework using an invalid connection string" when going into scheduler.

server is sbs 2011 with sql express 2008. can see 3 instances running but opera doesn't ask for an instance to use. the xml file has the server name only but tried adding instance but still get error when schedulers selected. told my user is admin and have added dbcreator to the system user on all 3 instances. tried with firewall off but still crashes. also tried run as administrator. site is payroll only but trying to show them email payslips. peginfo reports 4.0 installed.opera share is everyone but ntfs permissions is system,admin and opera group only.
