EFS/LBI access for non LBI Administrators version 10.3.0.0.96

We are implementing a new LBI server (current version 9.0.3.1) and only those who are in the LBI Administrators group can see reports even though they are in the group that has access set in the 'Report Users' and 'Sharing'. I have a ticket open with Infor but have been unsuccessful in finding the issue. Has anyone run into this? Any thoughts would be greatly appreciated!! Thanks in advance.
