Seeking MRP Creativity

We produce products that are sold at several mall chains. This is one or two SKU's per chain with multiple locations within the chain. There are approximately 9 chains, with about 300 locations total. We are trying to figure out the most effective way to use MRP.
We forecast to the mall locations in Forecast Pro, however we don't want to have 300 warehouses in Visual. We thought about creating separate SKU's for each location, but then we would have to create dozens of Work Orders for each production run, which would be time consuming for us and a pain for our vendors.
I thought creating one warehouse per mall chain, with multiple inventory locations, however when we import the forecast, it doesn't look for a location ID, just the warehouse ID.
Does anyone have any work around suggestions? It may be that creating 300 seperate warehouses is the only way to go, but I thought I'd check to see if there are other solutions.
