Is there a way to make Action Buttons smaller in SoHo UX Toolbars?

This question is for Global HR/Landmark v11 specifically.

We are finally biting the bullet and have turned on the SoHo UX in our Dev environment.  It's actually better than I was anticipating, but I am seeing one big issue - our action buttons no longer fit on the screen.  There's an ellipse to click on to get the remaining actions, but it's now an extra click vs what is currently all visible on screen.  Is there any way to shrink the size of the action buttons (other than by reducing text characters)?  Or to get a second row of action buttons?  I've also noticed that some actions have icons next to them and some don't, only some of which is explainable by LPL code.  That wouldn't save a lot of space, but every little bit would help. 

I'd love to know how others have dealt with this.  Thanks in advance.

I don't know of anyway to shrink action icons. I think you've already alluded to the only option which would be to remove action labels and specify an action icon for the called out actions on a form /  list.

Although, this is probably not really useful for most business class specific actions which require a label description because there is no mouseover tool tip or broadly accepted icon for those actions.

However, you can use this method to condense space with base actions where the action icon is intuitive, e.g. open, search, save, delete.
