Operation II - One off components & W/Orders

We have a potential enhancement request to change the way that one off components are used in Works Order Inspections.
Currently the One Off Quantity is consumed when a Works Order quantity is being moved into stock. The enhancement request is asking for this to be consumed ONCE for the Works Order, irrespective of how many Works Order Inspections are being entered.
If we make this change then there are a number of issues:-
If a sales order is raised for a quantity of 1000 & the one-off component is set to a quantity of 12 then

If you raise a W/Order for 500 today what is the one-off quantity (12 or 6)?
If you raise a 2nd W/Order for 500 in two weeks time what is the one-off quantity (12, 6 or 0)?
(i.e. is the one-off quantity based on the IJN or on the W/Order batch size. I would expect that most customers would want the one-off quantity to be 12 in both cases)

If the W/Order is raised for 1000 (possibly directly off the back of the Sales Order) & the customer decides to manufacture 500 today, what is the one-off quantity (12 or 6). If the customer then manufactures the 2nd bactch for 500 in two weeks time what is the one-off quantity (12, 6 or 0)?
(i.e. is the one-off quantity based on the IJN, based on the W/Order Batch size or based on the one-off quantity)

Are the one-off quantities prorata? (i.e. if you manufacture 100 do you consume 1.2 of the one-off components)?
Any comments would be useful because any changes we make must be for the benefit of the whole user base & not specific for one customer.
