How to dis-allow the operators to select "Y" to "Operation Complete" in Barcode Labor Entry

Our operators are consistantly closing operations that are incomplete and we would like to prevent this. In the Barcode station labor entry, there is a box to select Y or N if the operation is complete. Can this option be locked out so that no entry can be made and the operation will not close until the entire quantity of parts are claimed or a supervisor goes into the manufacturing window and manually closes it?
