Have you considered:

• PCS300 - You can create the requested API through CMS010/CMS015 using a Custom Index (with Reversed Date order as indicated)
• PCS200 - Create an "Interactive API' against the E-Panel
  This is then available as a 'POST' API from M3/ips/service
