WebRun and jobrun.exe

I'm trying to get the WebRun node to submit batch jobs using jobrun.exe . The notes from the IPA class I took 2 years ago are not helping. In the example from the class we used the "override connection" option, and entered the server url, username and password. I have tried both that and setting up the connection in Landmark to no avail.
The error I'm seeing in the ios.log is an authentication error. Since I'm testing with my user and a job I own this seems odd.
And suggestions for how to get this working would be greatly appreciated.

What is your version of IPA? The webrun node was changed going to 10.1.1.

Verify that you have a Method and a Content Type. My understanding is that in most cases the Method is POST and the Content Type is text/html.
