Open Enrollment

I'm curious to know if most organizations are able to accomplish full setup and configuration for Open Enrollment with internal teams or if you utilize outside help each open enrollment?  If you handle everything internally, what departments or teams do you involve to complete the process?

Our application analysts in IT setup the open enrollment event and any new benefits/contributions/coverage rules.  Then we work with the HR users to test and make changes/configurations in employee space.  The HR users manage the open enrollment event in production (add/remove employees to the event, send email reminders and finalize enrollments).
