Does anyone know if there is a Inventory Dollar Value history program / table somewhere?
Like Item Statistics but for Dollars?

Do you mean the table that would contain the data used by report CAS530? CAS530 can be run for all dates in the past and it found it always accurate (unless you change details in the grouping of the items etc.. but the underlying table may be something like CINACC or MITTRA that is not so easy to use for this purpose.
MITTRA has the Inventory Value (Cost) on the record.
You can use this to calculate out the Historical Value if you like if you are going through a BI Application for instance,
Also CAS530 is available like Elisabetta mentions for Historical.
