Creation of an IPS service for GLS840

I'd like to create an IPS service to delete records in status 13 in GLS840 since GLS840MI is missing a delete transaction. However, when testing the service it doesn't seem to work. Does anyone know what I'm missing?

I configured the service as below.

But when running a test on it, this is the response I get.
