Create A Report From Copy Public Report - default to Private Sharing instead of keeping Public shari

We have users who create reports from copy of existing reports. These existing or "master" reports are shared public, users who are copying these reports are not always editing the sharing with to Private when Copying or do not have access. 

Is there a customized way to change the default sharing to Private anytime a copy is made of a report?

I think you would need to create a custom create action on the UserReport business class and set the default share to private. I have not seen any configuration that would toggle on a private by default. 

You could also create a process to manually update these reports via config console and change them to private.

Also, I have noticed that even though the label says Public, not all roles have access.
