Visual 7.0 Preferences - Best Practices

We are in the process of upgrading from Visual 6.5.3 to Visual 7.0. I am trying to get my head around the best way to handle user preferences for the upgrade. Does any one have any suggestions for Best Practices?
For example, I understand I can load the Visual.ini file into preferences from the directory where I installed Visual or from the local directory. I assume this means I can load the ini file from each users 6.5.3 environment. If I use 6.5.3 files I will miss out on the preference settings which are new to 7.0. If I load the generic 7.0 ini file I will have to manually adjust each users preferences in addition to the preferences I already have to load from the other ini files. Neither option sounds ideal to me.
Any feedback from your upgrade experience is appreciated.

7.0 still uses the ini files. You can choose to import them in or not. You could import them, and then review the preferences screen to see what (if any) additions you want to make.
This is only for the visual.ini file - FYI.
