Cost option 2 not working w/ PO100

We are testing capitations and they are not working when we use PO100 to create the POs. We have three items, two of which are N items with a zero cost override. The third item has a cost.

For the zero cost items we have:
cost option = 2
use entered cost = Y
Agreement ref= blank

If we use PO23 to create the PO, it works correctly creating the two line items w/ zero costs and the third with a cost. If we use PO100 to create the PO, it pulls the cost from the contract for the zero price override items. All three lines end up with a cost on them.

PO100 is set to include cost option 2 and I don't see any other settings that might control this. Does anyone know what would cause this difference? Thanks!
