How do I get Person ID to be able to populate in Distro on a Workflow

I am trying to use a parameter to setup the distribution list for a workflow task and so far, the M3 USID does not work, nor does populating the email address as a parameter. The only one that seems to work is using the Person ID. I cannot find an ION API to be able to retrieve the Person ID to be able to create the distribution list.
