Why is there a trailing character in Service user file ?

Hi I see that service account file downloaded has a trailing character of format
Access Key, Secret Key, Description, User Name




"####","XXXX","ServiceDescription","MyUser","%

Why is this so ? there is NO corresponding column header. I didnt find any documentation or standard EOF for CSV files which follows this format. What am I missing. ?
