Notification when entering complete quantity for work order

Is there any way to create a notification when someone saves quantity complete against a work order?
We currently have a lag time between when items are finished and when sales and shipping realize that they are available to ship out to customers. We could eliminate this lag if sales could get a notification when the work order si complete.
Other than manually looking up the work order to see if it is showing as complete, what other options do we have?

I believe that Message Maintenance under the Admin menu will do this for you. Or you could create a workflow.

Do you know where there are any resources to develop a workflow and/or a Message Maintenance rule that will activate to all work orders?

I haven't used Message Maintenance in a long time but the Help file seems to be very informative. Workflows are a little more complicated and the Visual workflow window is not intuitive, in my opinion. But it also has pretty good documentation. And you can always search Infor's knowledge base.
