Packing Lists - Creating an unlinked

I'm looking for a way to create a general packing list that isn't linked to anything. For example I have training documents to send and I want to put a document in the box that states what the receipent received. This isn't linked to a customer order, nor does it come out of our inventory. Is there a way in Visual to do this or am I better off developing something out of the system?
