Looking to Implement Redundant Server / Failover

Hello all. I am very new to Visual Enterprise, so please take nothing for granted. I did a basic search for this answer and didn't find anything, so if someone else knows of a published answer or some documentation that would help, please share.
I am an IT consultant for a client of mine who uses Visual Enterprise 6.5.2 on Windows 2003 with SQL 2000. Currently, they have about 25-30 users, I think, who might be Visual users. The one server is the only server for the entire company, but it's those same 30 or so users who utilize this server. Performance has been okay, even though this is being used for file and print services as well as hosting the VE system.
They had a server failure a while back when a couple of fans died, and it brought to their attention that they need some failover capability. So we would like to plan for some kind of disaster recovery besides basic backup (which we do). They would love to have a redundant server at a sister site, connected via VPN, to use in the event of a failure of the primary server at the main site. This leads me to some questions.
1) Is this possible? Assuming it is, other questions are
2) What are the licensing requirements for VE and for MS SQL if this is used on a second server which is hopefully only a standby server (not used normally, day to day by anyone.)
3) What kind of bandwidth would be a minimum to support this in a disaster recovery situation? (We could accept some performance degradation for a short term.)
Any other thoughts or suggestions are greatly appreciated. Thanks in advance.
