Workflow

Does anyone have an approach to forcing a workflow to accept multiple approval cycles?

I just spent time putting together a workflow for contract approval which keys off the status of the order only to find that a task doesn't get pushed to the first approver on the list when the when a modification is made and the order is 're-released'.
