Reopening of closed POs and closed PO lines

For these two company flags in PO01, are you setup to NOT allow reopening of both closed PO lines and closed POs? If you allow it reopening, is there a business reasoning behind allowing this? Does anyone know which setting is considered best practice in Healthcare?

We do allow reopening of a closed PO but not a closed line.

Business case: Service lines will close when invoiced amount = line extended amount. The department manager may want to extend the service for another period of time but doesn't submit the requisition until after month end close when PO190 was run closing the PO. Buyers wants to continue the service on the same PO so the vendor doesn't need to change anything when invoicing and you can track the service history on one PO. A new line is added which reopens the PO.

I'm sure there are some good internal auditing reasons why we don't allow reopening of PO lines, but they escape me. But sometimes I have to flip that flag to Y temporarily when a change on the PO header affects the POLINE table. For instance, if there are two lines on the PO and one is closed and we need to change the buyer code on the header we get the error- "Company does not allow changes to a closed PO line". So I change the flag to Y long enough to update the buyer code and change it back again.

We have both flags set to Y. There are no notes, so it's likely we've had it set that way since go live in 1997.
