I have a FTP location where files for data load will be placed in xlsx format.

1. Can I read records using IPA directly or convert to csv, before loading to CSF?

2. Is it possible to change file extension from xlsx to csv, using IPA and use new csv file for data load?

You cannot change the file extension, but you could use Perl to convert it to csv and then process it using IPA. Here is a link to a site that shows you how. perlmaven.com/read-an-excel-file-in-perl

You need to convert the xlsx file to csv first.. install a perl module such as SpreadSheet::XLSX and then use a IPA sys command such as perl -MSpreadsheet::XLSX -e '
