Prevent Charges to Closed Work Order

I know how to close a work order.  What I am trying to do is prevent additional charges (such as labor) to a work order that has been closed.  Does anyone know how to do this?

 

As a follow up, is there a way to archive closed work orders so they don't show up in reports, the scroll downs, and can't be reopened?

In our payables, we created a macro so that it looks to see if the work order is closed and if so, it won't save the voucher. I would think that you could do that in the labor ticket entry also.
