Locking shipments until released by scanning.

We are currently doing some accessory scanning (scanning bar codes outside of the Visual environment) to verify the correct parts being picked for shipping. Basically, it's scanning a part number barcode on the packlist and then scanning the barcode on the package that is then compared for accuracy. We would like to know if it's possible, even with another software program, to lock shipments so that they cant be shipped until scanned for comparison in a fashion similar to what I have described.
